Twist the pencil to raise the tip but, only a bit at a time because it can break if too much is exposed.  Press the tip of the pencil into the roots of your lashes and dab or sketch, side to side.

For the waterline, place the pencil right in at the corner of the eye and sweep across. This will add drama to your eyes and make them pop.
